Submitting a request to add or remove accompanying persons under the Québec Experience Program
Decisions regarding the Programme de l’expérience québécoise (Québec Experience Program)
The Programme de l’expérience québécoise (PEQ) ended on November 19, 2025, and it is no longer possible to apply for the two streams of this program.
All applications for permanent selection already submitted under this program will continue to be reviewed by the Ministère de l’Immigration, de la Francisation et de l’Intégration (Ministry of Immigration, Francization and Integration).
To permanently settle in Québec, it is possible to declare your interest in Arrima.

It is no longer possible to submit a permanent selection application under the Programme de l’expérience québécoise (Québc Expérience Program) unless you have already submitted your application or have already been selected for the program and wish to add or remove a family member.
Adding or removing a family member after submitting your application
You can add or remove a family member in your permanent selection application. These family members may be:
- a spouse;
- a de facto spouse;
- one or more dependent children.
To add a family member, spouse or partner to your application, you must update the number of people included in your application in your Arrima account, and pay the fee for each person added. You must submit in Arrima:
- A new application form for permanent selection reflecting the changes to your application (temporary foreign worker stream (PDF 914 Kb) or Québec graduate stream (PDF 547 Kb), according to your situation);
- A letter signed by you, requesting the addition of the person concerned, and explaining your reasons;
- The documents required in the formats requested in Part 2 of the application form for permanent selection, including:
- supporting documents concerning the identity and civil status of the person added;
- update of the sections of your application form for permanent selection, including the financial independence contract and the declarations signed by your spouse or partner, if applicable;
- supporting documents for your status, supporting document for their knowledge of French and their valid residence permit, for the addition of a spouse;
- the form "Declaration of consent - Immigration of a minor child accompanied by only one parent ME-0045-2402 (PDF 129 Kb), completed and signed by the non-accompanying parent, including supporting documents concerning their identity, for the addition of a dependent child under 18 years of age.
Anyone added to your application who is 18 or older will have 60 days to obtain their attestation of learning about democratic values and Québec values unless they:
- Have a valid student or work permit and have already attended an Objectif Intégration session.
- Are exempted by the regulation.
To remove a family member from your application, you must update the number of people included in your application in your Arrima account. You must submit the change in Arrima:
- A new application form for permanent selection reflecting the changes to your application (temporary foreign worker stream (PDF 914 Kb) or Québec graduate stream (PDF 547 Kb), according to your situation);
- A letter signed by you, requesting the addition of the person concerned, and explaining your reasons.
In the case of a withdrawal, the examination fees you have already paid are non-refundable.

You must mail the same documents required to add or remove a family member to your application before you receive your Québec Selection Certificate; and:
Return to the Ministère, by mail, your original Québec Selection Certificate and the original Québec Selection Certificates of your family members issued during the initial application process.
If your Québec Selection Certificate was issued more than 24 months ago, you must provide a letter from the federal government (IRCC ) attesting that you have submitted your application for permanent residence, and, if applicable, requesting the Québec Selection Certificate of the person added.

Payment of the fees for the review of your application
The following fees apply for the assessment of a new application to add a family member to your permanent selection application, effective January 1st, 2026. These fees are adjusted annually on each January 1st.
Spouse, de facto spouse: $201
Each dependent child: $201
The fees must be paid:
- in full;
- in Canadian dollars;
- by you or by a third party.
The applicable fees must be paid in full for a permanent selection application to be assessed relating to the addition of one or more family members. These fees are non-refundable, even if your request is refused or rejected.
Methods of payment
The following payment methods are accepted:
- Certified cheque drawn on a Canadian bank;
- Cheque issued by a currency exchange broker;
- Cheque issued by a Canadian company;
- Canada Post money order;
- Bank draft drawn on a Canadian bank.
You can also pay by credit card using the form Paiement par carte de crédit (PDF 137 Kb) (Credit Card Payment). Personal cheques are not accepted.
Assessing your application
Your application must be complete to be processed. To be admissible, your application must include:
- A copy of Parts 1 and 2 of the Formulaire de demande de sélection permanente (Permanent Selection Application Form) depending on the component under which you submitted your application. The copy must be legible and complete.
- Documents to support your application.
- Payment of the processing fees for your application.
If your file is missing any of these items, you will have 60 days to provide them. If you do not, your application will be rejected.
Attestation of learning about democratic values and the Québec values
When your application is processed, you will receive a request from the Minister of Immigration, Francization and Integration to obtain an attestation of learning about democratic values and the Québec values (attestation). This request will be sent to your Arrima message centre.
The family members added to your application (spouse or partner aged 16 or older and dependent children aged 18 or older) will then have 60 days to obtain the certificate. After this time, your application will be rejected.
You will not receive this application if you and your family have already obtained your attestation.
Decisions
After reviewing your application, there are three possible outcomes:
1. You are selected
If you meet all of the program requirements and an interview is not required, you will receive:
- your Certificat de sélection du Québec (CSQ - Québec selection certificate) and those of accompanying family members;
- information on the next steps in your immigration process.
2. Your application is refused
You will receive a letter advising you that your application for permanent selection will be refused if:
- you have not fulfilled all the conditions of the program;
- you have not submitted all the documents requested in the proper format and in the given deadline;
- you have not submitted anything to the Ministère de l'Immigration, de la Francisation et de l'Intégration.
To be selected, you must present documents or justifications that could improve your application and allow you to meet all the conditions of the program.
Following your response within the deadline, the review of your application will continue. You will then receive a decision of acceptance or refusal.
If you do not respond within the given deadline, your application will be refused. You have the option, under certain conditions, of submitting an application for administrative review.
3. Your request is rejected
You will receive a letter advising you that your application for permanent selection will be rejected if:
- The Ministère de l’Immigration, de la Francisation et de l’Intégration has reason to doubt the authenticity of certain information or documents you have provided;
- you have not provided convincing evidence, within the given deadline, to dispel the grounds for rejection submitted;
- you did not show up for your interview at the given date.
You must provide convincing evidence to dispel the grounds for rejection communicated to you in the letter.
Following your response within the requested deadline, the review of your application will continue. You might also be called for an interview. You will then receive a decision of acceptance or rejection.
If you do not respond within the given deadline, your application will be rejected. You have the option, under certain conditions, of submitting an application for administrative review.
Submitting an application for permanent selection using a representative
It is not necessary to use the services of a person you pay to undertake your immigration procedures. No priority or special treatment will be granted to you if you use the services of an immigration professional.

Then, you can establish a representation link in your respective accounts.
Your representative can then present your application.
