The by-law amending the Québec Immigration Regulations, published in the Gazette officielle du Québec on November 8, came into force today.
Economic immigration programs have been improved to meet labour force challenges, support economic development and strengthen the vitality of the French language across Québec. A knowledge of French will now be required for those wishing to be selected under economic immigration programs.

Please note that the planned changes to the three business programs (Investor Program, Entrepreneur Program and Self-Employed Program) will take effect on January 1, 2024.
In the Québec Experience Program - Graduate Component, the requirement to have completed a program of study in Québec in French, or to have successfully completed at least three years of full-time secondary or post-secondary studies in French, will apply as of November 23, 2024.
The Regular Skilled Worker Program will be replaced by the Qualified Worker Selection Program (QWSP), effective November 29, 2024.
New rules for receiving immigration applications in 2023-2024
In addition, three ministerial orders governing the management of applications to be received under the permanent immigration pilot programs have been published in the Gazette officielle du Québec.
