Period for receiving applications
You may submit an application at any time.
There is no maximum number of applications to be received.
Preparing and completing the required forms and documents
Prepare your application carefully to avoid lengthening the processing time.
To consult or print the documents in PDF format, you must use Adobe Reader software, available free of charge on the Adobe website.
You can fill in forms directly on-screen, then print and sign them.
MANDATORY FORMS:
- Application for permanent selection – Investors program (PDF 680 Kb) (in French only)
- Guide to writing the narrative document – Investors, entrepreneurs and self-employed workers (PDF 142 Kb) (in French only). Your spouse or common-law partner included in the application must also complete and enclose this document.
FORM TO BE ATTACHED ONLY IF APPLICABLE:
This form is required if you wish to include your dependent child(ren) under 18 years of age in your application without the other parent accompanying you. This form must be completed and signed by the non-accompanying parent. You must also submit a photocopy of the non-accompanying parent's identity document.
Stay in Québec
Once you or, as the case may be, your spouse or or common-law partner, have fulfilled your Québec residency period, you must notify the Ministère by mail.
Override
If you do not meet the conditions for selection and you have provided information or documents supporting your selection under override, these will be examined along with your request for selection. For more details about the review of a request for permanent selection under override, please consult the Pouvoir de dérogation section (PDF 501 Kb) of the Guide des procédures d’immigration (in French only).
We would like to emphasize that the use of this discretionary power is exceptional and is at the discretion of the Minister.
Your documents must be:
- Fully completed and signed;
- Written entirely in French or English; otherwise they must be accompanied by a French translation by a recognized translator;
- Provided in the required format;
- Submitted within the established timelines.
Paying your application review fee
Full payment of the required fee must be included with the required forms and documents.
Here are the fees for reviewing an application for permanent selection effective January 1, 2026. The fees are adjusted on January 1 of each year.
Principal applicant: $18,241
Wife or husband, spouse or common-law partner: $0
Each dependent child: $0
The fees must be paid:
- in full
- in Canadian funds only
- by you or a third party
- when the application is filed or mailed
These fees are not refundable even if your application is rejected.
Accepted payment methods
You may pay by the following payment methods.
By postal money order and bank draft
- Canada Post money order
- Bank draft drawn on a Canadian bank
Postal money orders and bank drafts must be:
- Made out to the Minister of Finance of Québec
- Mailed to the Ministère de l’Immigration, de la Francisation et de l’Intégration, together with your application
- Be identified with your name in print on the back.
The following payment methods are not accepted:
- Cash payments
- Personal cheques
- Traveller’s cheques
- Credit cards
Mailing your application
You must send your complete application by mail, in one envelope.
You must attach to your application:
- The following forms:
- application for permanent selection,
- narrative document,
- The other forms applicable in your situation;
- The documents to be submitted in support of your application
- The payment of the fees required to review your application
Ensure you send a completed application to avoid it being returned to you unprocessed.

Using a representative to submit your application
You do not need to retain a paid representative to undertake your immigration process. No priority or special treatment will be granted to you if you use the services of an immigration professional.

Add or remove a family member after submitting your application to immigrate
If you have already submitted an application for permanent selection, you may add or remove a family member.
