Review of your application to immigrate to Québec as an investor

The Ministère checks that you have included all the required documents in your application. If your application is complete, you will receive an acknowledgment of receipt.

Review of your application to obtain a notice of intent to be selected

During the assessment of your application for permanent selection, the Ministère verifies the information and the documents you provided. Your application is assessed based on the program’s conditions, with the exception of the stay in Québec.

If you do not meet the conditions for selection and you have provided information or documents supporting your selection under override, these will be examined along with your request for selection. We would like to emphasize that the use of this discretionary power is exceptional and is at the discretion of the Minister.

Interview

You may be required to attend an interview to verify, for example, the accuracy of the information provided in your application for permanent selection.

If so, you will receive a written invitation specifying:

  • The date of the interview
  • The location of the interview
  • The time of the interview
  • The documents to bring with you

The Ministry may also conduct additional checks.

Possible decisions

After your application is reviewed, there are three possible outcomes:

Application accepted

If you meet all of the conditions of the program with the exception of the stay in Québec, you will receive a notice of intention to select from Québec. This notice will contain all of the information you need to apply for a work permit from the Government of Canada for your stay in Québec.

 If you then prove that you have been living in Québec, you will receive your Québec Selection Certificate (CSQ) and those of the family members accompanying you.

Application refused

You will receive a letter informing you that your application for permanent selection will be refused if you have not complied with all the prerequisites for staying in Québec.

You must, therefore, respond to this letter by submitting the requested or supporting documents.

If you have any information or documents that, in your opinion, support your selection under override, you may submit them at the same time, so that they can be evaluated, if needed. If you send your response by the given deadline, the review of your application will continue.

If you do not respond by the given deadline, your application will be refused. You will have the option of submitting an application for administrative review.

Application rejected

You will receive a letter informing you that your application for permanent selection will be rejected if:

  • The Ministère has reason to doubt the authenticity of some of your declarations or the documents you have provided;
  • You have provided false or misleading information or documents;
  • You have not sent all the documents requested by the required deadline and in the required format;
  • You have not submitted, by the required deadline, convincing evidence to resolve the reasons for rejection;
  • You did not appear for your interview on the specified date, if applicable.

You must present convincing evidence to resolve the reasons for rejection conveyed to you in the letter.

If you respond by the required deadline, the review of your application will continue.

If you do not respond by the required deadline, your application will be rejected. You have the option of submitting an application for administrative review.

Once you have completed your stay in Québec, you must provide all of the documents you consider relevant to demonstrate that you and your spouse or de facto spouse, if applicable, stayed in Québec.

Assessment of your application to obtain the CSQ

Once you have fulfilled the residency requirement in Québec, you must send the Ministère the supporting documentation by mail. 

The Ministère will verify the information and documents you provided to demonstrate your stay in Québec. The Ministère may request additional information or documents.

Interview

From the date of your arrival in Québec, the Ministère may summon you at any time to verify your presence on Québec territory.

You may be required to attend one or more interviews, even if you were already met to obtain the notice of intention to select.

The interviews could be held before you have sent the Ministère the documents to demonstrate your stay in Québec.

If this is the case, you will receive a written invitation specifying:

  • The date of the interview
  • The location of the interview
  • The time of the interview

You must bring all of the documents you consider relevant to demonstrate your stay.

Possible decisions

After your application is reviewed, there are three possible outcomes:

Application accepted

If you honoured the condition to stay in Québec, you will receive your Certificat de sélection du Québec (CSQ – Québec Selection Certificate) for you and for your accompanying family members.

Application refused

You will receive a letter informing you that your application for permanent selection will be refused if:

  • You did not meet the condition to stay in Québec.
  • You did not send anything to the Ministère to demonstrate your stay in the two years following the issuing of your work permit.

You must, therefore, respond to this letter by submitting the requested documents or supporting documents.

If you have any information or documents that, in your opinion, support your selection under override, you may submit them at the same time, so that they can be evaluated, if needed.   • You have not responded to interview invitations;
  • You have not sent the documents requested within the time limit and in the format required;
  • You have not sent convincing evidence within the required timeframe to dispel the grounds for rejection.

You must present convincing evidence to resolve the reasons for rejection conveyed to you in the letter.

If you respond by the required deadline, the review of your application will continue.

If you do not respond by the required deadline, your application will be rejected. You will have the option of submitting a request for administrative review.
