Applying for Parental Insurance Benefits (Québec Parental Insurance Plan)

To receive parental insurance benefits, the person who is experiencing pregnancy or will give birth, or the parent, must file their own application during pregnancy, childbirth, adoption or a surrogacy project.

Before applying for benefits, you must choose the plan that corresponds to your situation and the benefits start date.

There are two ways to apply for benefits:

Online

Contact the Centre de service à la clientèle.

Preparing your Application

If you start filling your online application without submitting it immediately, the information you entered will be kept on file for up to 120 days. That way, you’ll be able to review and change your application before submitting it, to make sure the information is accurate and complete.

Submitting your Application

You may submit your application for benefits no earlier than the Sunday of the week in which you want payments to begin.

The official filing date of your application will be one of the following:

  • The date you submit your application through the online services
  • The date the Centre de service à la clientèle receives your application form completed, dated and signed by mail

Application for benefits for past weeks

You may apply for benefits for past weeks. Up to six weeks prior to your filing date can be granted without justification. Beyond that, benefits for certain weeks may not be granted.

For example, if you submit your application on Sunday, August 3, you may request benefits starting no earlier than Sunday, June 22 (six weeks earlier).

Processing Time

A decision is usually rendered within five business days after all required information has been received. We will contact you if any information is missing. 

Accuracy of Information Provided

Make sure your application for benefits contains accurate information. Your file may be subject to inspection or investigation. Providing false information may result in criminal prosecution and a fine.

Please inform us promptly of any changes in your situation that may affect your benefits. For example, you must inform us of your return-to-work date and any income received while receiving benefits. Otherwise, your application may be suspended, modified, denied, or cancelled.

Contact the Centre de service à la clientèle immediately if any of the following situations occurs:

  • You notice an error after submitting your application.
  • You provided incorrect information or documents.
  • You witness fraudulent activity related to the QPIP. (Your report will be anonymous.)

Protection of Your Personal Information

Protecting your personal information is a top priority. You will never be asked to provide personal or confidential information via unsecured email, text message, or social media.

If you have any doubts, do not hesitate to contact the Centre de service à la clientèle for verification or to report suspicious activity.
