Filing a complaint or a comment
You can submit your complaint in four ways:
- Online using the Complaint or Making a Comment form;
- By telephone or fax;
- By mail filling out the complaint form (PDF 85 Kb) and sending it to the adresse below;
- In person at one of the Services Québec offices.

Power of attorney
You can be represented by someone you designate to file your complaint by using a power of attorney. The department prefers that you complete the Power of Attorney form (PDF 237 Kb). You can also write a letter stating the name of the person you are authorizing to act on your behalf.
Complaint about the management of a contract
The department offers a mechanism for handling complaints about the management of a contract. Complaints must relate to a contract award process.
