Preparing a LOR (official land registry parcel) or DOR (official land registry boundary) for water property in the domain of the State

Certain rights granted by the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) require the applicant to hire a land surveyor to prepare the necessary documents. The documents shall be in the form of a LOR (officialized land registry parcel); a DOR (officialized land registry boundary); or AOR (officialized land registry survey), depending on which of the following mandates is selected:

  • Sale of a backfilled parcel (DOR)
  • Mutual transfer of rights in lac Saint-François (AOR);
  • Transfer of authority (DOR)
  • Hydroelectric installations (LOR and DOR)

Surveys on lands in the domain of the State must be preauthorized by the Bureau de l’arpenteur général du Québec (BAGQ) and comply with its instructions. 

All documents produced in the framework of a mandate must also be approved by the MELCCFP.

Procedure

Submit a request to the Arpenteur général du Québec for authorization to conduct survey work on lands in the domain of the State.

Submit a delimitation request for water property in the domain of the State to the Direction principale des opérations hydriques (DPOH), Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP). 

Forward the preliminary files to the MELCCFP-designated surveyor, for review. The surveyor will verify the preliminary files and reply with comments, if any.   

If required, make the requested corrections and submit the revised version to the MELCCFP-designated surveyor for validation or additional comments.

After the files have been validated, the MELCCFP-designated surveyor will forward the approval by the land manager. The documents in their final version can then be forwarded to the BAGQ.

Une fois les fichiers validés, l'arpenteuse-géomètre ou l’arpenteur-géomètre désigné du MELCCFP vous transmettra l’approbation du gestionnaire du territoire. Les documents pourront alors être transmis en version finale au BAGQ.
