Requests for the delimitation of water property in the domain of the State

The Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) possesses useful documents and information respecting the position of the high-water line for various Québec lakes and watercourses.

Land surveyors hired to produce information such as certificates of location or technical descriptions of land adjacent to water property in the domain of the State, can request the MELCC to provide the information in its possession. This will not necessarily lead to a right on water property in the domain of the State being granted.

Submitting requests for property information

A fully-executed Request concerning the boundaries of the waters in the domain of the State (French) form is required.

The relevant information will be forwarded by email and may include the following: 

  • Orthometric elevations of lakes for land delimitation purposes
  • Information or opinions on the delimitation of water property in the domain of the State
  • Notices relating to lake property delimitation

Requests for property delimitation should include an opinion on the public character of a lake or watercourse bed (domaniality).
