Collective sponsorship of a refugee who is abroad
Financial capacity for a legal person
Suspension of the acceptance of undertaking applications
- The acceptance for undertaking applications under collective sponsorship has been suspended until December 31, 2029;
- Certain exceptions apply (see Ministerial Order, in French only)
- The ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) will continue to examine undertaking applications already submitted. Sponsored refugees who have already been selected by Québec will also be able to continue their immigration process towards permanent residence.
You must show that you have the annual amount necessary to meet the basic needs of the person you are sponsoring, their accompanying family members, and their non-accompanying family members.
It is strictly forbidden to:
- To submit undertaking applications on behalf of another person;
- Profit by receiving, directly or indirectly, a sum of money or any other form of financial compensation from the sponsored refugee, their family members, relatives, or any third party in exchange for submitting the undertaking application;
- Provide for the basic needs of the sponsored person and their family members by receiving directly or indirectly a sum of money, in the form of a deposit or otherwise, from the sponsored refugee, their family members, relatives or a third party.

Eligible source of income
Your financial resources:
- They may be from Canada or abroad, but in either case they must be available to meet the basic needs of the sponsored person from the beginning of the sponsorship until the end of it.
- If held abroad, they must be taxed in Canada; the guarantor must demonstrate that these funds are transferable to Canada.
The income and asset analysis is based on data from the most recent fiscal years, which can be found in your financial statements and on the Canada Revenue Agency (CRA) website. To do so, you must ensure that the period covered by your financial statements is the same as the period covered by your CRA returns.
