Step 2: Submission of undertaking applications (2023-2024)

Step 2 occurs after the submission period for undertaking applications (Step 1), which will take place from May 7 to June 4, 2024.

Submission of undertaking applications

If your undertaking application is among those that can be received by the MIFI, your spokesperson will receive a message in their Arrima account.

This message invites the spokesperson to submit the undertaking application (Step 2) within 60 days. It contains:

  • The link to upload the form in Step 2 (2023-2024);
  • The list of documents to submit with your undertaking application;
  • The link to the help capsule (in French) on Arrima (step 2).

As in Step 1, your spokesperson must submit the form and the required documents on the Arrima platform. The spokesperson must then follow the instructions indicated in the message they received.

The application must be the same as the one submitted in Step 1. It must meet the following conditions:

  • Pertain to the same principal person sponsored;
  • Pertain to the same accompanying family members;
  • Be submitted by the same sponsor.

Groups of 2 to 5 natural persons cannot add or replace a member of their group. Legal persons cannot replace another legal person.

If necessary, consult the Arrima help capsule (Step 2) sent in the communication to the representative. The help capsules are designed to facilitate your experience with Arrima.

Documents to be submitted for groups of 2 to 5 individuals (2023-2024)

For the group:

  • The Step 2 form of the 2023-2024 undertaking application (A-0546-KF), which includes the welcome and integration plan;
  • A copy of identification for the primary sponsor and each accompanying family member.

For each group member:

  • Individual sponsor form - Legal person 2023-2024 (A-0538-E);
  • All up-to-date documents required to support the application, as indicated in the appendix to the Individual Sponsor Form - Legal person 2023-2024 (A-0538-E). The documents required for each member of the group are:
    • A copy of all your tax slips (Relevé 1, etc.) for the last tax year;
    • A copy of your Québec personal income tax return for the last fiscal year;
    • A copy of the notice of the tax assessment issued by Revenu Québec for the last fiscal year;
    • A document proving Canadian citizenship or permanent residency and confirming the date on which status was obtained.

Additional supporting documents may be required depending on your situation. These documents are listed in the appendix to the Individual sponsor Form - Legal person 2023-2024 (A-0538-F).

Documents to be submitted for legal entities (2023-2024)

For legal entities (mandatory documents):

  • The Step 2 form of the 2023-2024 undertaking application (A-0546-F2), which includes the welcome and integration plan;
  • All up-to-date documents required to support the application, as indicated in the appendix to the Step 2 application form 2023-2024 (A-0546-F2). Mandatory documents for the legal entity are:
    • By-laws of the corporation;
    • Registered Charity Information return (T3010);
    • Annual activity report of the legal entity for the last two fiscal years;
    • Bank statements covering the last two fiscal years, showing all cash inflows and outflows;
    • Declaration forms for officers, representatives and members of the board of directors of a corporation (A-0547-A1)
    • Financial statements for the last two fiscal years. These must be:
      • Compiled (with notice to reader); or
      • Reviewed (with review engagement report); or
      • Audited (with audit engagement).

In addition, your financial statements must be accompanied by notes that must detail the composition (value, origin and purpose) of the main items:

  • Assets;
  • Liabilities;
  • Income statement, including:
    • cash on hand,
    • accounts receivable,
    • borrowings,
    • income from operations,
    • investments,
    • donations,
    • interest income.

If your financial statements do not contain such notes, you or your chartered professional accountant must prepare them in a separate document that your spokesperson must provide with your application.

  • Bank statements covering the last two fiscal years, showing all cash inflows and outflows;
  • Declaration forms for officers, representatives and members of the board of directors of a corporation (A-0547-A1).

Additional supporting documents may be required depending on your situation. These documents are listed in the appendix to the Step 2 form of the 2023-2024 Undertaking Application (A-0546-F2).

Demonstration of the truthfulness of your declarations

You may have to demonstrate, by means of an interview, the truthfulness of the declarations you have made. That applies to any declaration you have made in the last five years.

Decision

After reviewing your application, your spokesperson will receive a message in their Arrima account informing you that a decision was made.

If your application is accepted, you must submit an application for permanent residence for the person you are sponsoring and their accompanying family members to the Government of Canada.
