Becoming a Commissioner for Oaths
You may apply to be appointed as a Commissioner for Oaths if you meet the following conditions:
- you are 18 or over
- you are a permanent resident or Canadian citizen
- you must administer an oath to a person for a document for use in Québec.
You cannot apply to certify documents, authenticate persons, perform community service, or produce certified copies of documents. Applications submitted for such purposes will be rejected.
The mandate of a commissioner for oaths lasts 3 years. It is valid for any oath relating to proceedings or documents intended solely for use in Québec, regardless of the scope of the mandate.
The scope varies depending on where you live.
If you reside in Québec, you may administer oaths:
- in Québec only, or
- both in and outside Québec.
If you reside outside Québec, you may administer oaths:
- both where you reside and elsewhere (anywhere in Canada or any other country), or
- where you reside only (in your country or your Canadian province or territory).
Steps to apply for the first time
- Fill out the Application to be appointed as a Commissioner for Oaths; You must specify the reasons for your application in section 22 of the form. Commissioners are appointed to administer oaths. If you state any other reason for wishing to be appointed, your application will be rejected;
- Sign the form in the presence of a person who is authorized to administer oaths and declare under oath that everything stated in the form is true;
- Provide a photocopy of one of the following documents:
- Birth certificate issued by a competent authority e.g., Registrar of Civil Status or equivalent in other provinces and territories
- Indian Status card
- signed and valid Canadian passport
- Permanent Resident card.
If you were born outside Canada, you must provide a photocopy of your Canadian Citizenship Certificate or proof of permanent resident status. If you are a woman using your spouse’s last name, you must also provide proof that you were “married in Québec before April 2, 1981” or “married outside Québec”;
- Pay the required fees in accordance with the tariff and accepted terms of payment;
- Mail the duly completed and signed form, along with the supporting document(s), to the following address:

A criminal record check will be conducted when your application is processed. You may not be appointed if you have been accused or have offences or convictions that are incompatible with the occupation of Commissioner for Oaths.
Appointment certificate
If your application is accepted, you will receive an appointment certificate by mail.
A new appointment certificate will be sent to you each time your commission is renewed.
If your application is denied, an explanation will be mailed to you.
Changing your contact information
To change any of your contact information, you must complete the Change of Contact Information Application form.
Ending a commission
You may end your commission by calling one of the numbers below:

Renewing your commission
You can renew your commission by filling out the renewal form. You must specify the reasons for your application in section 22 of the form. Commissioners are appointed to administer oaths. If you state any other reason, your renewal application will be rejected.
You will receive a renewal notice 4 weeks before your commission expires. It explains the steps for renewing your commission.
